  • Let me first thank you for the opportunity given to UIC, the International Union of Railways, to participate in the celebrations of 150 years of Japanese railways. Having the opportunity to celebrate the advent of rail transport at the end of the 19th century in this part of the world, in Japan, is finally an opportunity to recall that the development of the railway is consubstantial with a period rich of many developments. Railway lines are contemporary of structuring change for Japan, such as new infrastructures, modern factories and even the first telecommunications facilities with the telegraph. Initially considered as an indispensable instrument for the modernisation of the archipelago, the train quickly became a massively used means of transport and was quickly imposed in the daily life of the Japanese. I would like to highlight the background of a success, with certainly three types of explanatory factors: -Firstly, we can mention urban and spatial factors: the history of Japanese urban planning is inseparable from the development of private railway companies. -Secondly, I would mention technical factors: this mainly concerns the performance and quality of service offered by the railway companies. The Japanese railway network is indeed very accessible . It is marked by dense coverage, high frequency and moderate prices, and it constitutes the core of a complex, highly multimodal transport system linking several modes of transport. Moreover, rail remains a particularly suitable means of transport, as it is the only one capable of transporting millions of passengers to the centre, where jobs are concentrated, in a short time, thanks to its large transport capacity. -Thirdly, we must not forget cultural factors: in Japan, there is a real culture of movement. From childhood onwards, schoolchildren are encouraged to take the train or the metro to go to school or to evening classes. Travel time has thus become a time in its own right, a "third space". The station districts, which have emerged because of the considerable distances between home and work, are very lively and play a full part in the urban dynamic, while the stations, which are real landmarks, meeting points and places of sociability, play a major role in the daily lives of the Japanese. Omnipresent for more than 150 years, whether in the cities and in the countryside, the rail transport is more than just a means of transport. It has also been used in films and literature thus constituting a key element of its society, its culture, its history. The Paris-based UIC that is celebrating its 100-year anniversary in 2022 has continuously extended its mission as the worldwide international organisation of railways. I am very proud to have the Japanese Railways among UIC Members. UIC promotes cooperation among 200 railways from all continents in all disciplines and acts as the voice of railways at global level. In the name of the Association, I am proud to wish this mode of transport a very happy 150-year anniversary in Japan. I am convinced that through increasing international cooperation, you will continue to deliver excellence in future development serving both our planet and society. Japanese subtitles: [00:12] まずは、国際鉄道連合(UIC)が日本の鉄道開業150年記念事業に参加させていただきます事を御礼申し上げます。 [00:23] 日本では、19世紀末に鉄道輸送が登場したことを契機に、インフラ、工場、電信、更にそれに沿った線路網の整備など、鉄道の発展は日本の姿そのものを形づくり、そしてこれらは他の様々な業種の発展と密接な関係にあったと言えます。 [00:53] 鉄道は、日本列島の近代化に不可欠な輸送手段と考えられ、急速に大量に利用される交通手段となり、そして日本の日常生活に密接に係わる、なくてはならない交通手段となりました。 成功の背景を強調するにあたり三つの要因があるものと考えます。 [01:13] 第一に、日本の都市計画の歴史は、民営鉄道の発展と有機的に結合しながら発達したものであることです。 [01:24] 第二に、技術的な要因、すなわち、主に鉄道が高性能・高品質な輸送を提供してきたことです。 [01:33] 日本の鉄道網は、非常にアクセスしやすいものであり(その密集性、高頻度、中程度の価格)、いくつかの輸送媒体を結ぶ複雑で高度な複合輸送システムの中核を構成していると思います。 [01:48] さらに鉄道は、その輸送能力の大きさから、短時間に集中的に地方から都市部へ何百万人もの旅客を輸送することができる唯一の手段であり、正確な輸送手段であることがあります。 [02:06] 第三に、文化的な要素も忘れてはならないと思います。日本では、幼児期から首都圏への通学に鉄道を利用する文化があります。このように鉄道利用の時間それ自体が「第三の空間」となっていることが挙げられます。 [02:20] 仕事と家庭との移動距離が長いことから誕生した駅を中心とした地域は、活気にあふれ、都市活動の主要な部分を担っています。ランドマークや待ち合わせ場所として、そして交流の場である駅は、日本人の日常生活に大きな役割を果たしていると思います。 [02:44] 都市においても地方においても、鉄道輸送は単なる輸送手段以上のものであり、鉄道は150年以上にわたってどの地域にも存在してきました。 映画や文献にも登場し、社会、文化、歴史の主要な要素にもなっています。 [03:01] 2022年に設立100周年を迎えたパリに本部を置くUICは、世界的な鉄道国際機関としての使命を継続的に果たしており、UICは日本の鉄道会社をその会員に持つことに大変誇りを感じております。 [03:18] 鉄道に関するあらゆる分野に関して、各大陸から200の鉄道関係団体が協力関係を推進し、世界レベルで鉄道の代表としての声としての役割を果たすUICは、鉄道開業150年を迎えた日本の鉄道が地球と社会のために、そして将来の鉄道の発展に今後も協力して行動することを心より願っております。
